That's at least partially because if you draft a guy like Lance or Fields in this format you need to draft a third quarterback in short order, to ensure you have a Week 1 starter. The security of guys like Kirk Cousins and Ben Roethlisberger suddenly becomes preferable to the upside of guys like Justin Fields and Trey Lance. While I'm fond of saying that upside is all that matters outside of the top-5 at this position, that's far less true in a league where you can start two quarterbacks.
